. when katrina happened? george bush's second term. when barack obama was elected the first time, they summed it up with this head line. "black man given nation's worst job." that was for the start of his first term. might be more apt for second term. the second term is when the job turns out to be a difficult job for presidents. if you go back to woodrow wilson in his second term trying to join the league of nations, that was pretty much the end of wilson. that was his second term. when it was truman in his second term during the korean war, he fired general mcarthur. the country responded by throwing parades for the general who got fired. and harry truman left office with approval ratings that dick cheney would kill for, but for everyone else would see that as a disaster. second terms are almost always seen as a disaster, then at least when the big disappointments happen and often the failures. when the soviet union beat us, when the soviet union beat the united states to put the first space satellite into orbit, when no nation had put something like that -- up in space and had

-election, president obama took exception to republican senators critical of rice saying, quote if they want to come after anyone, they should come after him, after me. bill: he said it with force. kelly, thank you. waiting on the meeting in washington. martha: ambassador rice, reportedly as we were saying one of the top candidates to replace secretary of state hillary clinton and the president seemed to lay down the gauntlet to senators mccain and graham if the first news confriends after the election. kelly referred to this moment. let's look at it from november the 14th. >> if senator mccain and senator graham and others want to go after somebody, they should go after me. martha: that is really the feistiest moment of that news conference. the president, who you see here, with ambassador susan rice and former president bill clinton and others they are described as close and president obama made it clear that republican opposition from will not keep him from nominating her for second irat that of state if that is what he decides to do. so we will see. big moment coming up in 26 minutes from now on

it now? the obama administration will have an opportunity to look at these proposals in november and december and hopefully decide to take advantage of them and use them next year. also i am hopeful and will recommend that this not just be administrative action. congress should implement this, too. beyond that, we will have the proper recommendations with regard to other issues of security, jobs, efficiencies, innovation. this is such an important part of our economy in america. if we do not do it in the right way, we will make mistakes. when you legislate an atmosphere of crisis, where you have a mess on your hands, you quite often do not do it very well. yes, we are experiencing some good times in energy diversity now. it seems to me now is the opportunity and a fantastic time of challenge for us to develop an overall, the national energy policy to pull things together and plan for the future and not wait for another crisis. another crisis will come. when you look at the impact of energy throughout the world, what is happening with us and how we are all interrelated, it is obvi
